For St. Hewitt is a retired Army base that is home to the Paradise Lost Army where military engineered dogs have assumed the roles of a modern day army. The only different between the two is that the dogs don’t use guns.

Dock and Warehouse Co.

On the east side of Liberty City is a large port with docks leashes and a couple of massive cargo ships that are now destroyed and abandoned. Here humans might be seen trying to fish, or dogs trying to feast on a scampering rat that knew better.
